NYPD Chief Accused of Demanding Sexual Favors: Details

NYPD Chief of Department Jeffrey Maddrey resigned Friday evening after he was accused of being sexually abused by a subordinate, Lt. Quathisha Epps for demanding sexual favors in exchange for overtime.

Epps filed a federal complaint Saturday accusing Maddrey of engaging in “quid pro quo sexual harassment” and retaliating against her when she fought back.

Epps, the department’s top earner in 2024, claims Maddrey falsely accused her of overtime abuse, which led to her suspension without pay. Her attorney, Eric Sanders, called the resignation long overdue, saying, “It took years.”

Maddrey denies the allegations and calls them “completely unfounded.”

Who will be the next police chief?

Police Commissioner Jessica Tisch announced that Patrol Chief John Chell will step in as interim chief of the department. Philip Rivera will assume Chell’s duties as head of the patrol division.

In a statement, Tisch emphasized the importance of the roles and said the interim chiefs would focus on reducing crime and increasing public trust.

The Manhattan District Attorney’s Office is investigating Epps’ claims. Mayor Eric Adams called the allegations “extremely concerning” and promised a comprehensive review.

Maddrey faced additional allegations of misconduct, including from a police captain and a former officer who accused him of coercion and inappropriate behavior.

Who is Jeffery Maddrey?

Maddrey joined the NYPD in 1991 and became Chief of Patrol in 2021 and Chief of Department in 2023. His responsibilities included overseeing the department’s crime-fighting strategies and operational plans.

Epps’ attorney criticized the NYPD’s handling of misconduct and said her case highlights systemic failures. Another accuser, Capt. Gabrielle Walls, said Maddrey’s resignation “confirms” her longstanding allegations of harassment.

While the investigation continues, the department has promised to take all allegations seriously and thoroughly address any misconduct.
