The NYPD’s highest-ranking uniformed officer abruptly resigned late Friday night after the Post uncovered explosive allegations that he demanded sexual favors from a subordinate in exchange for massive overtime.

Department Chief Jeffrey Maddrey resigned shortly after the Post contacted the NYPD about Lt. Quathisha Epps’ claims in an exclusive interview that he regularly took advantage of her and solicited sex at NYPD headquarters.

“He wanted to have anal sex, vaginal sex, oral sex,” Epps said. “He always asked me to kiss his penis.”

Maddrey, a close friend of Mayor Adams, will be temporarily replaced by Patrol Chief John Chell, the NYPD said.

“Police Commissioner Jessica S. Tisch accepted the resignation of Department Chief Jeffrey Maddrey on Friday evening, effective immediately,” a department spokesperson said. “The NYPD takes all allegations of sexual misconduct seriously and will investigate this matter thoroughly.”

Epps recently made headlines as the NYPD’s top earner, earning a whopping $400,000 – including around $204,000 in overtime last year alone for her administrative job in Maddrey’s office, pay stubs show.

Epps and her attorney, Eric Sanders, said they planned to file a statement of claim with the city auditor’s office on Saturday outlining the scandalous allegations.

Epps, 51, worked for Maddrey as he rose in the NYPD from housing chief to patrol officer, but said his sexual desires only began in June 2023, when he started as department chief, the city’s top uniformed cop.

Maddrey, who is married, allegedly initially demanded sex from her in his office on the 13th floor of One Police Plaza.

Maddrey was allegedly sitting at his desk with his uniform pants open and a white undershirt rubbing his chest when he first proposed to her, the unmarried mother of three said.

“He said he dreamed about fucking me in my ass,” Epps claimed. “I said, ‘But boss, you’re the department head.’ He rubbed his chest. . . . His work pants were unzipped. He was like, ‘I’m still a… and you look good.’

He then asked her to go to the back room of his office, where he had a couch and a bathroom, she said.

“He bent me over the arm of the sofa and when I tried to back away he said to me, ‘Let me just stick it in a little bit,'” she recalls, breaking into sobs.

Next, he reached into a locker next to the couch and pulled out a jar of KY jelly from a top shelf in the back, she said. He rubbed it on himself, she claimed.

“He put himself into it, and he kept forcing it,” she remembers. “And I kept asking him, ‘Can you please stop?’ Then I stopped asking him to stop and I asked him to just slow down. “Can you please just slow down?” You’re hurting me! You’re hurting me! ‘”

“‘I’m not trying to hurt you, baby. “I’m not trying to hurt you,” she recalled saying in a soft voice.

The two had sex about ten times after that, she claimed.

Maddrey began being generous with overtime a few years earlier, she said, when he was patrol chief and she told him about financial problems.

“I told him I was going to lose my house,” she said, referring to foreclosure. “He told me I could work all the overtime I needed. He told me I was like his sister.”

But he would have her do things beyond her job at headquarters, including assisting another police officer under his command, Epps claimed.

“He wanted me to go house hunting with her,” Epps said, noting that it was part of her overtime.

Maddrey would also have her buy things like household items for the other woman, she said.

She claimed Maddrey would often text Epps a single sentence: “DAP” – meaning “dat ain’t p–y.”

That meant he expected anal sex, Epps said. Maddrey also came into her office and “asked me to kiss it,” she said, referring to his genitals.

Maddrey, who has a law degree and lost $292,070 in salary last fiscal year, allegedly told Epps that he had “a wish and an order” and that she had to do what he said, she claimed .

“He would say, ‘Take off your clothes for me now,'” she recalled while in her office.

Epps claims she once paid for Maddrey and his wife to go on vacation to Miami.

“There was one trip that I paid for $2,700,” she recalls. “He said he wanted it to look like a gift. He has a whole script of what to say (to his wife).”

Epps said she also had an apartment on the Lower East Side that he wanted to give to her friend. The house was in her children’s name.

Epps said she wanted to get away from Maddrey but was afraid no one would believe her.

“I think he’s a predator,” Epps said. “He would say, ‘We’re going to save your house.’ Like he was saving me. If he really just fucks me.”

When she recently tried to escape Maddrey, Epps was placed on a high-earners’ overtime list in retaliation, Sanders said.

Epps was suspended for 30 days and is being investigated for excessive overtime, police sources said.

Maddrey has been accused of sexual misconduct in the past.

Former police officer Tabitha Foster filed an unsuccessful civil lawsuit in 2016 alleging he took advantage of her by trading sex for job perks. A judge dismissed the case and acquitted Maddrey. Foster also accused Maddrey of hitting her.

Maddrey denied Epps’ allegations.

“What an opportune time to accuse someone of misconduct after being caught stealing time,” said Maddrey’s lawyer, Lambros Lambrou. “She is clearly drowning and at the deep end of the pool without a lifesaver. She wants to take out as many people as possible. This is completely unfounded and we deny every aspect of it.”
