Top NYPD cop quits after The Post uncovers explosive allegations

The NYPD’s top cop, who suddenly resigned late Friday night after damning allegations that he green-lighted a subordinate’s eye-watering overtime pay, has a checkered past.

Department Chief Jeffrey Maddrey, who held the force’s highest uniformed rank, abruptly resigned after the Post uncovered explosive allegations that he had accused Lt. Quathisha Epps regularly exploited and demanded sex from mother of three at NYPD headquarters.

Mayor Adams, a former police officer, called the ugly allegations against his longtime friend Saturday “extremely disturbing and alarming.”

“The police commissioner is conducting a full review of all personnel, but she is also conducting a full review of this matter and it would simply be inappropriate for me to go into the details of these allegations,” Adams said.

Manhattan District Attorney Alvin Bragg announced that his office is investigating Epps’ allegations against Maddrey, and federal authorities have also launched an investigation, according to NBC.

“These are extremely serious and disturbing allegations that allegedly occurred at NYPD headquarters in Manhattan,” said District Attorney spokesman Alvin Bragg. “We’re investigating.”

Maddrey joined the NYPD in 1991 and quickly rose through the ranks, becoming commander of the Brooklyn North Patrol Borough in 2015.

During his time on the police force, he became close to Adams, both of whom were members of the NYPD Guardians Association, a black fraternity that met at the South Oxford Tennis Club in Clinton Hill, Brooklyn.

After Adams was elected, Maddrey bragged to his colleagues that he was sure his longtime friend would give him the prestigious post of patrol chief, which oversees all of the NYPD’s district commands.

Although Maddrey was initially named chief of the accommodation division, he quickly rose to patrol chief in May 2022 before being promoted to division chief in November, responsible for overseeing all day-to-day operations of the 36,000-strong force.

But the hulking Maddrey left a lot of damage in his wake as he climbed the ladder.

He has faced countless lawsuits and disciplinary investigations, including allegations of sexual abuse and harassment by at least three NYPD subordinates.

“It’s shocking,” said a retired NYPD chief who wished to remain anonymous. “How did (Maddrey) get away with what he did years ago?”

A recently retired black detective ripped into Maddrey for undermining the work of minorities in the police force.

“We have made great progress in bringing crime back to normal levels,” he said. “All people will remember now is that one of the police’s most senior officers is a jerk.”

The four-star boss also came under fire for overturning the arrest of a retired police officer in November 2021 after the former officer allegedly stalked and pointed a gun at three young boys in Brownsville, Brooklyn, after they A surveillance camera in a property owned by the police officer’s family was destroyed with a basketball.

Former Commissioner Keechant Sewell removed the embattled chief on a 10-day leave of absence in 2023 after the Civilian Complaint Review Board upheld allegations that he abused his authority to benefit his former colleague.

Adams defended his friend in the controversy following the CCRB’s findings, stressing that he was “proud” to have Maddrey as the NYPD’s department chief.
